Is Bulking and Cutting necessary?
The nutrition guide doesn't talk about it.

of course does the nutrition guide talk about building muscle mass or cutting your fat level:-)
What do you mean with "necessary"? It depends on your goals, do you want to be shredded, lose your body fat and look more ripped, than cutting might be your priority :-) on the other side when you want to build some muscle mass, gain weight, want to transform yourself from skinny to muscular, you should go for bulking :-)
bulking or cutting does only mean whether you have a calorie surplus or less than your daily intake requires :-)
