I started at level 3 and I'm able to do at list 3 dips. but when I'm leaning forward like Chris says in the dips explaining video I cant do a single dip.
is it necessary to lean forward? and another thing is that its hard for me to stay in a "leaning forward position" for a long time.
is this mean my core is to weak? any one have suggestions?

You lean forward to train your chest a bit more (than your triceps, even though you still work your triceps), and when you go straight up and down, you train your triceps more. Try leaning forward less at first and try dips, and also try to just stay in the leaning forward to get used to that. Could be weak core, weak shoulders, or weak nothing, just you not being used to the position. Good luck!
Thx, and another thing is that my dips bars are a little bit wide. Is that a problem??
Well I tried dips on wide dip bars and I had a little pain in the shoulder, depends on how wide they are, the ones I tried were like shoulder width +50 cm. If it's just a little wide as you said, and you feel comfortable (no pain or things like that) doing dips, then it shouldn't be a problem. :)
