So I am able to do levels 1-12 but when I get to 13 I can't do the muscle ups. I weigh around 185 pounds (82 kg) and I just can't get over the bar to do the rest of it even though I know I can do the dip and pull separately.

Study explosive pull ups and the muscle up technique before your sets&reps workout while doing lvls 9-12 and you'll get it. Investing in a resistance band will help you a lot.
